In my opinion the „art value“ of any creation work is subjective (except artificial value in field of bussines or investments)
and no matter how expensive (time or money) its creation was. In other hand it means, that common terms like „the art“ or
„the chocolate-box art“ are redundant or useless. In case of „art“ it is not so good, because I think, that something like
objectively sensed "art" should exist. The question is if it is possible..
